A ground breaking new project that aims to tackle carbon dioxide emissions in the North West and North Wales has reached an important milestone.

The Protos Carbon Dioxide Spur Pipeline Proposed Development would transport compressed carbon dioxide from Protos Strategic Energy and Resource Hub to be safely stored underground in Liverpool Bay. The Proposed Development is part of the wider HyNet Project, which aims to reduce carbon emissions from industry, and support economic growth in the North West of England and North Wales in the UK’s challenge to meet net zero carbon emissions.  

In March 2024, Liverpool Bay CCS Limited submitted a planning application to Cheshire West and Chester Council, seeking consent to build this new Carbon Dioxide Spur Pipeline and an Above Ground Installation (AGI) to serve the Protos Strategic Energy and Resource Hub.

The preferred location for the Protos AGI is off Marsh Lane on land owned by PEEL NRE. The AGI would cover an area of approximately 55m x 40m, with a maximum height of 5 meters. Its purpose is to facilitate the operation of the pipeline and allow for routine inspections and maintenance. The diagram shows a broad red line area, which covers the pipeline working corridor proposed for construction.

The Proposed Development would connect to the HyNet Carbon Dioxide Pipeline, which was granted development consent by the Secretary of State for Energy Security and Net Zero on 20 March 2024.

A decision on the Proposed Development at Protos is expected from Cheshire West and Chester Council later in 2024, with construction pencilled in to begin in June 2025.
